Establishes an advisory committee to support and facilitate the reporting of health care cost and quality data to an all-payer claims database (APCD), make recommendations to the APCD, and prepare and file annual reports. The APCD will be made available to the public and state agencies and allow for comparisons across geographies and demographics.
