The commisioner should conduct a study and review to determine if catastrophic health plans should be available to persons over 30 years of age who do not otherwise qualify for subsidies. If it is cost effective, then the commissioner may initiate a waiver program for those over 30 years old who do not qualify for a subsidity and meet the State’s hardship test.
