There is in state government the California Health Benefit Exchange, an independent public entity not affiliated with an agency or department, which shall also be known as Covered California. Any reference to the California Health Benefit Exchange or the Exchange is deemed to refer to Covered California. The board shall, at a minimum, to implement Section 1311 of the federal act, do: submit a justification for any premium increase prior to implementation of the increase (the plans shall prominently post that information on their Internet Web sites); permit individuals to learn, in a timely manner upon the request of the individual, the amount of cost sharing, including, but not limited to, deductibles, copayments, and coinsurance, under the individual’s plan or coverage that the individual would be responsible for paying with respect to the furnishing of a specific item or service by a participating provider. At a minimum, this information shall be made available to the individual through an Internet Web site and through other means for individuals without access to the Internet.
