Subject to the availability of monies, the administration shall enter into an intergovernmental agreement pursuant to title 11, chapter 7, article 3 with the department of health services to establish community based primary care programs to contract with providers to provide comprehensive primary care services to low-income at-risk residents of this state and to provide primary care services to indigent or uninsured Arizonans. See definition section Ariz. Rev. Stat. § 36-2901.
