Statutes regulate insurance rates so they are not “excessive, inadequate or unfairly discriminatory“ and “to authorize and regulate cooperative action among insurers in rate-making.“ The Alabama Department of Insurance (ALDOI) regulates rates with respect to Medicare Supplements, Health Maintenance Organizations (HMO) and Long Term Care rates for forms currently still being marketed. The ALDOI does not regulate commercial health insurance premium rates.
