Requires Mandated Health Benefits Advisory Commission to study financial impact of all enacted mandated health benefits. The analysis and review of each mandated health benefit shall include:
· the impact of the mandated health benefit on total costs to purchasers and benefit costs;
· the extent to which the mandated health benefit has increased the appropriate use of the treatment or service; and
· the extent to which the mandated health benefit resulted in any savings to the health care system through increased access to preventive care.
