The Department of Health shall have the power to apportion the Commonwealth into such number of health districts as the department, with the approval of the Governor, shall decide, and, in each district, to appoint a health officer, who shall, under the direction of the department, handle such matters as may be delegated to him by law or by the Secretary of Health and who shall in connection with the management of the sanitary affairs of the Commonwealth cooperate with the Department of Environmental Resources.
