It is necessary to maintain the Commonwealth’s sovereignty over the regulation of health insurance in this Commonwealth by complying with the requirements of the Health Insurance Portability and Accountability Act of 1996. This article is intended to meet those requirements while retaining the Commonwealth’s authority to regulate health insurance in this Commonwealth.
