The department shall issue a license to a health care provider when it is satisfied that the specified standards have been met including whether a certificate of need has been issued if one is necessary. When the certificate of need for a facility is amended as to services which can be offered, the department shall issue an appropriate license for those services upon demonstration of compliance with licensure requirements.
