This bill proposes hat contracts between health insurers and healthcare providers cannot restrict the payment method to only credit card payments; insurers must also except tangible checks. Furthermore, if insurers initiate or change payments using electronic funds transfer payments, they must notify the healthcare provider of any associated fees, advise them of different payment methods, and provide clear instructions on choosing an alternative method. The bill also establishes a grievance system for resolving payment disputes and specifies protocols for the timely payment of claims, and outlines a simple, fair, efficient and cost-effective arbitration procedure for surprise out-of-network bill disputes.
