Provides that an air ambulance service or other specified entity is engaging in the business of insurance as an insurer (rather than is an insurer) if the service or other entity, for the purpose of covering the copayments, deductibles, or cost-sharing amounts of a patient or post-service payments of costs to third parties, solicits air ambulance membership subscriptions, accepts membership applications, or charges membership fees. Provides that an air ambulance membership shall be considered insurance, secondary insurance coverage, or a supplement to insurance coverage and regulated by the Department of Insurance if the membership covers the copayments, deductibles, or other cost-sharing amounts of a patient, or provides for post-service payments of costs to third parties. Effective immediately.
