Certificate of public need; charity care. Provides that the Commissioner shall not impose conditions related to the agreement of the applicant to provide care to individuals who are eligible for benefits under Title XVIII of the Social Security Act (42 U.S.C. § 1395 et seq.), Title XIX of the Social Security Act (42 U.S.C. § 1396 et seq.), or TRICARE (10 U.S.C. § 1071 et seq.) on certificates of public need for projects involving nursing homes.
