A bill for an act establishing the healthy Iowa program and including effective date provisions. A healthy Iowa agency is created as an independent agency which shall be responsible for the planning, development, implementation, and regulation of the provision of comprehensive, universal health care coverage in this state under the healthy Iowa program and of a health care cost control system for the benefit of all residents.
