Purpose of the Small Group Rate and Renewability Act is to promote the continuing availability of health insurance coverage to small employers, prevent abusive rating practices, require disclosure of rating practices to purchasers, establish rules for continuity of coverage for employers and covered individuals and to improve the efficiency and fairness of the small group health insurance marketplace.
