Statutes explain the purpose of the Louisiana Health Plan, including that it was created to provide health care coverage to those with preexisting conditions. Statutes state that any pricing information contained in any contract made between the plan and any provider shall be deemed confidential. The plan had the specific authority to enter into contracts for the establishment and maintenance of health care cost containment programs and to establish appropriate rates, rate schedules and rate adjustments. Statute provides that rates must be reasonable in relation to the coverage provided.
