Protecting consumers from surprise bills by health care providers. The purpose of this bill is to define surprise bills, to protect consumers from surprise bills in certain circumstances, to require additional disclosures by health care providers, hospitals and insurers and to require insurers to develop an access plan with certain components for consumers, and establishing how surprise bills are to be handled in certain circumstances.
