Surprise Billing Patient Protection Act of 2019: As introduced Bill 23-429 prohibits balance billing, which is a bill sent to an enrollee by an out-of-network provider or facility for health care services provided to the enrollee after the provider billed amount is not reimbursed by the health insurer. It creates procedures for the resolution and payment of balance bills including an arbitration process. The Department of Insurance, Securities, and Banking must enforce the provisions of the act, create a report on the use of arbitration, and create a consumer rights notice.
