Health care facility fee disclosure requirement. This bill requires a provider-based clinic to notify patients, before delivering nonemergency services, if it charges a facility fee and that such a fee may result in higher out-of-pocket expenses for patients. A facility fee is defined as a separate charge to a patient by a provider-based clinic, in addition to a fee for services, that is intended to cover building, electronic medical records systems, billing, and other administrative and operational expenses.
