Price gouging by manufacturer or wholesale drug distributor prohibited; Board of Pharmacy, commissioner of human services, and health plan companies allowed to notify the attorney general of prescription drug price increases; attorney general authorized to obtain drug pricing information and take action against manufacturers and wholesalers for price increases; and civil penalties imposed.
