States that no health plan require prior authorization for rendering emergency services, that an insured should only be required to pay the applicable coinsurance, copayment, deductible or other out of pocket expenses that would be imposed if such services were rended by in-network health care providers, and that a health plan will reimburse out of network health care providers or insureds for the health care services rendered at the in network rate. (proposed legislation?)
