Health Care Quality Surcharge Act: An act relating to state revenue; enacting the health care quality surcharge act; imposing a temporary surcharge on certain health care facilities; providing that revenue from the surcharge shall be used to reimburse a portion of the surcharge as a Medicaid-allowable cost and to increase medicaid provider reimbursement rates; providing a delayed repeal of the act; making the act contingent on federal authorization of the act; making an appropriation; declaring an emergency.
