The Commission shall establish standards for the operation of one or more medical care electronic claims clearinghouses in Maryland, and may collect data from otherclearinghouses . The Commission shall establish and implement a system to comparatively evaluate the quality of care and performance of categories of health benefit plans as determined by the Commission on an objective basis and annually publish the summary findings of the evaluation.
