Prohibits carriers from requiring out-of-pocket costs for telemedicine services in amounts that exceed those required for in-person services. States that a carrier offering a health plan may not deny coverage on the basis that the coverage is provided through telemedicine if the health care service would be covered were it provided through in-person consultation between the covered person and provider. Allows the carrier to apply the service provided through telemedicine to a deductible, coinsurance or copayment as long as it does not exceed the out of pocket costs for the in-person consultation.
