Provides that a policy or certificate of health insurance may not be issued or delivered to consumers without prior approval of the Director of Insurance. Premium rates applicable to the health insurance policy or certificate may not be used unless they have been approved by the Director, who “may disapprove premium rates if he determines that the benefits provided in the policies or certificates are unreasonable in relation to the premiums charged.”
