Overview

STATE BUDGET
Ohio enacts budgets on a two-year cycle, beginning July 1 of each odd-numbered year. The biennial budget will take effect on July 1 and is valid through June 30 of the following odd-numbered year. The governor is legally required to submit a balanced budget and the state legislature is legally required to pass a balanced budget.
STATE LEGISLATURE
The Ohio General Assembly consists of the 99-member Ohio House of Representatives and the 33-member Ohio Senate. Members of the Ohio Senate are limited to two consecutive four-year elected terms. House members serve two-year terms. Bills carry over from odd to even numbered years.
