STATE BUDGET

The state has an annual budget, beginning in April.  Agencies submit budget requests in October and November, with the Governor submitting a budget in mid-January.  The Legislature adopts a budget in April.  The Legislature is required by statute to pass a balanced budget.

New York State Assembly has 150 members serving two-year terms, and the New York State Senate currently has 63 members also serving two-year terms, but the New York Constitution allows the number of Senate seats to vary.  Bills carry over from odd to even numbered years.

NEW YORK KEY CASE

Cement and Concrete Workers DC Benefit Fund v. The New York and Presbyterian Hospital
This case, filed by the Cement and Concrete Workers DC Benefit Fund, a self-funded union health plan, against The New York and Presbyterian Hospital, claims that New York Presbyterian engaged in various anti-steering efforts in violation of federal antitrust law that prevented the union from encouraging members to access more affordable care, costing the fund millions in allegedly overpriced care.

2025 LEGISLATIVE SUMMARY

New York introduced A6273 which would establish a state comprehensive and affordable healthcare option. S3425 would establish universal health coverage. Together, these bills would represent major healthcare reform.

New York also introduced S08442, which would impose further restrictions and prohibitions on the corporate practice of medicine. Finally, New York introduced A2015 which would update state anti-trust laws by expanding the definition of monopolies and anticompetitive practices, allowing direct evidence of dominant market positions, and broadens the scope of illegal restraint of trade.
