Overview

STATE BUDGET
Montana operates on a biennial budget cycle, beginning on July 1. Agencies submit budget requests to the Governor in June and September, and the Governor submits a proposed budget to the legislature by November 15. The legislature usually adopts a budget in April. There is a constitutional requirement that the budget be balanced.
STATE LEGISLATURE
The Montana Senate has 50 members serving four-year terms, and 100 members of the state House of Representatives, serving two-year terms. Montana has no regular session in even-numbered years, and only meets for 90 days in odd-numbered years.

2025 LEGISLATIVE SUMMARY
Montana passed several pieces of legislation aimed at improving healthcare accessibility. HB 198 expands noncompete protections for additional healthcare professionals while preserving enforcement in business transactions. Montana also passed HB398 which establishes a continuity of care provision requirement on insurers for three months after a patient changes healthcare plans, establishes more rigorous standards for adverse healthcare determinations, and redefines chronic conditions. HB399 prohibits insurers from requiring prior authorization for generic prescription drugs and preexisting prescriptions, and adverse prior authorization determinations to be made by a specialist.
