Overview

STATE BUDGET
The state operates on an annual budget cycle. State agencies submit their budget requests to the governor in September. The governor submits a proposed budget to the state legislature in January. The legislature typically adopts a budget in May. The fiscal year begins in July. The governor is legally required to submit a balanced proposed budget and the legislature is legally required to pass a balanced budget.
STATE LEGISLATURE
The state House of Representatives has 125 members serving two-year terms, and Senate, with 40 state senators, serve four-year terms. The legislative session begins in January and usually will last for a period of 90 days. Bills carry over from odd to even years.
