Overview
Kansas was one of the first states to mandate an all-payer claims database (APCD). In operation since 2010, the Data Analytic Interface (DAI) is maintained by the Kansas Department of Health and Environment (KDHE) and the Division of Health Care Finance (DHCF) and collects medical, dental, and pharmacy claims, eligibility files and provider information from public and private health insurance plans.
The state enacted the Kansas Telemedicine Act in 2018, providing coverage parity for telehealth services. In 2020, as part of the governmental response to the COVID-19 pandemic under HB 2016, the legislature temporarily authorized the expanded use of telemedicine and extended the changes enacted in the emergency executive order EO 20-08 through January 2021.
In 2024, the state considered legislation addressing prior authorization transparency, price caps on insulin, hospital price transparency, and 340b drug reforms, but none of these bills became law.

STATE BUDGET
The state operates on an annual budget cycle. State agencies submit their budget requests to the governor in September. The governor submits a proposed budget to the state legislature in January. The legislature typically adopts a budget in May. The fiscal year begins in July. The governor is legally required to submit a balanced proposed budget and the legislature is legally required to pass a balanced budget.
STATE LEGISLATURE
The state House of Representatives has 125 members serving two-year terms, and Senate, with 40 state senators, serve four-year terms. The legislative session begins in January and usually will last for a period of 90 days.
