Amends the duties of the Office of Consumer Health Services within the Governor’s Office of Economic Development to require the office to wind down the small employer health insurance exchange known as Avenue H, by January 1, 2018; removes health plan transparency reporting requirements for plans offered on the small employer health insurance exchange; repeals the defined contribution arrangements and the individual and small employer risk adjustment, which are part of the small employer health insurance exchange, effective July 1, 2019.
