Directs the department to develop a proposal to amend the state’s Medicaid program “in a way that maximizes replacement of the fee-for service delivery model with one or more risk-based delivery models.” The department is directed to submit the proposal for a waiver to the Centers for Medicare and Medicaid Services no later than July 1, 2011.
