The department, in accordance with rules adopted by the statewide health coordinating council, shall prepare and review a proposed state health plan every six years and shall revise and update the plan biennially. The state health plan must: propose strategies for the correction of major deficiencies in the service delivery system. The statewide health coordinating council shall submit the state health plan to the commission for review and comment before the plan is sent to the governor. See definition section Tex.
