The policy of this state and purpose of this chapter are to ensure that health care services and facilities are available to all citizens in an orderly and economical manner. To achieve this purpose it is essential that appropriate health planning activities are undertaken and implemented; and health care services and facilities are provided in a cost-effective manner, compatible with the health care needs of the different areas and populations of the state.
