Encourages the state to develop quality-based outcome and process measures to promote the provision of efficient quality health care. Asks the commission to adopt quality-based outcome and process measures for acute and long-term care. Specific goals include aligning payment incentives with quality and rewarding evidence based practices. Aims to insure transparency in the quality based payment reform and provider reimbursement systems for the state’s Medicaid program. Requires an annual report.
