This bill requires Oklahoma hospitals to publicly disclose detailed pricing information in a transparent and accessible manner, with two primary requirements: first, hospitals must create a comprehensive digital file in a machine-readable format listing all standard charges for hospital items and services, including gross charges, negotiated rates, and discounted cash prices; and second, hospitals must provide a consumer-friendly list of standard charges for at least 300 “shoppable services” (medical services that can be scheduled in advance). The bill mandates that these lists must be freely available online without requiring user registration, be digitally searchable, and updated annually. The State Department of Health is authorized to monitor hospital compliance, issue notices of violation, and request corrective action plans. Importantly, hospitals found to be non-compliant are prohibited from initiating collection actions against patients, and patients can sue hospitals for non-compliance, potentially resulting in debt refunds and penalties. The bill defines numerous technical terms related to hospital pricing and replaces existing transparency laws, with an effective date of November 1, 2025, aiming to make healthcare pricing more transparent and accessible to consumers.
