This bill establishes a committee to study the impact of pharmacy benefit manager (PBM) operations on the cost, administration, and distribution of prescription drugs. The committee will examine the effects of PBMs on overall healthcare costs, the savings they claim to provide, their use of clawbacks, their steering of consumers to their own mail-order pharmacies, the impact on retail pharmacy pricing, and the need for PBM oversight to help lower drug costs. The committee may seek input from relevant experts and must report its findings and any legislative recommendations by November 1, 2024.
