This bill establishes the Ohio Health Care Plan, a comprehensive universal healthcare system for all residents and workers in Ohio. The plan creates an Ohio Health Care Agency and Board to administer a single, comprehensive health benefits package that covers a wide range of medical services including primary and secondary care, emergency services, mental health, prescription drugs, dental care, vision and hearing services, preventive care, and transportation to medical services. The plan will be funded through a combination of federal funding, employer payroll taxes, business gross receipts taxes, and additional income taxes. The bill establishes a governance structure with a 15-member board representing seven geographic regions, creates advisory committees, and includes provisions for transitioning existing healthcare workers and systems. The plan aims to provide universal coverage, control healthcare costs, improve health outcomes, and create an integrated healthcare database, with a specific focus on ensuring equitable access to healthcare services across Ohio.
