Adoption of FTE counting method to determine small group market eligibility: extends the sunset date of the California Essential Benefit Review Program to June 30, 2017; extends the annual market enrollment period to November 1 through January 31; and revises the definition of “small employer,” for plans commencing after January 1, 2016, to require the use of the full-time equivalent (FTE) counting method for determining size of employer under the ACA.
