This bill imposes requirements on a managed care organization (MCO) and pharmacy benefit manager (PBM) in order to control Medicaid prescription drug prices. The bill requires MCO contracts with PBMs to prohibit spread pricing, use pass-through pricing, prevent discriminatory treatment of non-affiliated pharmacies and pharmacists, and prohibit utilization management that delays or prevents timely medically necessary care. The bill also requires the Secretary of the Executive Office of Health and Human Services to develop and implement a plan for a single PBM to be used by MCOs within 12 months of the bill’s effective date. The bill aims to increase transparency and control costs for the Rhode Island Medicaid program and patients.
