AMERICAN HEALTH BENEFIT EXCHANGE: Establishes a New York state Health Benefit Exchange. The exchange shall facilitate enrollment in health coverage, the purchase and sale of qualified health plans in the individual market in this state and enroll individuals in health coverage for which they are eligible in accordance with federal law.
