Amend the code of laws of South Carolina, 1976, by adding section 38-71-292 so as to prohibit insurers and health care providers from engaging in surprising billing, and by adding section 39-5-45 so as to make it an unfair trade practice for an insurer or health care provider to engage in the practice of surprise billing.
