2012 legislation that authorized a pilot program to allow for insurance carriers to implement payment reform strategies with providers through the structure of ACOs. Authorizes Superintendent of Insurance to allow payment reform pilot projects between insurance carriers and accountable care organizations to implement payment reform strategies to reduce costs and improve quality using payment methodologies and purchasing strategies, including alternatives to fee-for-service models, such as episodes-of-care payments, medical home models and global budgets; pay-for-performance programs; tiering of providers; and evidence-based purchasing strategies. Note: Insurance-based pilot program only, not regulating all ACOs. Enacted June 9, 2011.
