Provides that excessive, inadequate, or unfair discriminatory rates are prohibited. Each insurer shall file with the Commissioner all rates, supplementary rate information, policy forms, and endorsements and all modifications of rates, supplementary rate information, policy forms, and endorsements that the insurer proposes to use.
