Requires Medicaid pharmacy benefit manager contracts to be limited to a set per transaction rate for every pharmacy claim paid and prohibits pharmacy benefit managers from retaining federal drug rebates, credits, or “spread pricing” amounts in excess of what they paid the pharmacist.
