La. Rev. Stat. Ann. §§ 40:2254.1 through 40:2254.12: Certificates of Public Advantage – Louisiana

Statutes govern certificates of public advantage. Statutes allow health care facilities to enter into cooperative agreements or merge or consolidate with one or more health care facilities and parties to a cooperative agreement, merger, joint venture or consolidation may apply to the department for a certificate of public advantage. These may not be issued unless the department finds that the agreement is likely to result in lower health care costs or improved access to health care or higher quality of health care without any undue increase in cost.
