This bill amends the Public Health Code to provide for the licensing of freestanding birth centers by the Department of Licensing and Regulatory Affairs. The bill defines a “freestanding birth center” as a facility that provides midwifery care for normal deliveries, well-person reproductive and sexual health care, extended postpartum care, and newborn care. The bill sets out the requirements for the operation and staffing of freestanding birth centers, including policies and procedures for identifying and addressing patients’ social determinants of health. The bill also specifies certain services that freestanding birth centers are prohibited from providing. Additionally, the bill exempts freestanding birth centers from the certificate of need requirements.
