This bill establishes comprehensive requirements for healthcare price transparency in New Hampshire, aimed at helping patients understand the potential costs of medical services before receiving treatment. The legislation requires health care entities to provide good faith estimates of healthcare service prices to uninsured or self-pay patients, with specific timelines for providing this information based on the scheduling of medical encounters. For uninsured patients, these estimates must include a breakdown of prices for each service component, including facility and professional fees, and must be accompanied by information about financial assistance policies. For insured patients, healthcare entities must provide descriptions of services and standard medical codes upon request. Starting January 1, 2026, health insurance carriers must develop online and telephone tools that enable enrollees to obtain estimated costs for healthcare services from network providers. The bill also mandates that hospitals comply with federal price transparency regulations and allows the Department of Health and Human Services to establish standards and potentially assess fines for non-compliance. Notably, the bill prohibits healthcare entities from pursuing collection actions against patients if they have not provided a good faith estimate, providing an additional layer of protection for patients seeking clear pricing information.
