This bill aims to establish a universal, single-payer health care system called “Hawaii Care” to provide comprehensive health coverage for all residents of Hawaii. The legislation creates the Hawaii Health Authority, which will be responsible for developing and implementing a comprehensive health care plan that replaces all existing health care coverage, including Medicare, Medicaid, and the current Prepaid Health Care Act. The bill recognizes the current health care system as fragmented, costly, and inefficient, and seeks to address issues such as high administrative costs, limited access to primary care, and expensive prescription drugs. The proposed Hawaii Care system would provide a wide range of mandatory health care benefits at no cost to residents, including hospital services, medical care, dental and vision benefits, mental health services, prescription drugs, and preventive care. The system would be funded through a special fund and would allow residents to maintain supplemental health insurance if desired. The bill appropriates $350,000 for fiscal years 2025-2026 and 2026-2027 to support the establishment of the Hawaii Health Authority, with the goal of implementing the new health care system by July 1, 2025, pending necessary federal waivers and approvals.
