Making 2019-2021 biennium operating appropriations. (15) $100,000 of the general fund—state appropriation for fiscal year 2019 is provided solely for the Washington state institute for public policy to conduct a study of single payer and universal coverage health care systems. The institute shall examine the effectiveness of such systems, including overall cost, quality of care, health outcomes.
