This bill expands the False Claims Act in Connecticut by introducing new provisions that increase liability for entities with ownership interests in organizations that violate the act. Specifically, the bill adds a new requirement that if an entity has an ownership or investment interest in a person who has violated the False Claims Act, knows about the violation, and fails to report it within 60 days, they can be held liable. The bill also defines various terms related to ownership and investment interests, such as including direct or indirect possession of equity totaling more than 10% of an entity. Additionally, the bill prohibits the Connecticut Commissioner of Public Health from issuing or renewing a hospital license if the hospital’s main campus is leased from a healthcare real estate investment trust, unless the lease was entered into before October 1, 2025. The legislation requires hospitals and healthcare entities to provide detailed notifications to the Attorney General about mergers, acquisitions, affiliations, and other significant structural changes, enhancing transparency and oversight in the healthcare sector. The new provisions aim to prevent fraudulent claims, increase accountability, and provide more stringent monitoring of healthcare business transactions.
